Owner's representation
with one loyalty and no markup on the work.

We sit on your side of the table through feasibility, design, permitting, tender and construction. No trade contracts, no markup on the work, one report to write.

Someone has to read the set, question the budget, and sign off the draw. It should not be the party being paid to build.

BC Legacy has delivered over $500M of BC construction and carries more than $130M active on the ground today. When we represent you, that experience sits on your side of the table and nowhere else.

Fifteen years of BC delivery, pointed at your project

Our team has spent more than fifteen combined years running construction and project management in British Columbia, on everything from 99 unit townhouse communities to 6 storey condo buildings and commercial tenant improvements.

That matters because an owner’s representative is only worth hiring if they have already seen the thing going wrong. We have priced these trades, run these schedules and argued these change orders from the other side of the table, which is exactly why we can tell when a number does not hold up.

We take no markup on the work, ever

When BC Legacy acts as your representative we hold no trade contracts and take no percentage of construction cost. There is no version of the project where we make more money by the build costing more.

We also will not act as your representative on a project where we hold the prime contract. That rules out revenue for us, and it is the only way the advice stays worth anything. If we are your representative, we are only your representative.

Reporting an owner can actually act on

Every engagement includes a client portal carrying schedule, budget against buyout, change orders, daily logs, photo of record and the live drawing register. You do not phone anyone to find out whether framing started.

On top of that sits one monthly report that says what the schedule and budget actually are. Not a status update. A position you can take to your lender.

Full term, or the stage where the risk sits.

Most engagements run feasibility through occupancy. Some clients bring us in for a single phase where they already know the exposure is concentrated.

Full term

Feasibility through occupancy

Continuous representation from site diligence to warranty turnover. One team carries the project history, so nothing is relearned at each handover and no consultant gets to reset the narrative between phases.

Use it when: You have no in house construction capability, or capital partners require oversight for the life of the project.
Phase specific

Pre-construction advisory only

Feasibility, constructability review, budget stress testing, consultant selection and tender oversight, ending at contract award. You run construction with your own team afterwards.

Use it when: You have site capability but want the numbers and the contract tested by someone with no stake in the build.
Phase specific

Construction oversight only

Independent site review, monthly reporting, change order and draw certification through to occupancy, on a project already under contract.

Use it when: The project is underway and the reporting you are getting does not match what you see on site.

Owner's representation, answered.

What is an owner’s representative in construction?

An owner’s representative is a construction professional retained by the property owner or developer to act as their agent on a project. They hold no trade contracts and take no markup on the work, so their advice on budget, schedule, design and change orders carries no commercial conflict. The role covers feasibility through occupancy and exists to give the owner one accountable point of contact who understands construction as well as the parties they are paying.

How is an owner’s representative different from a project manager?

The titles overlap and are often used interchangeably. In practice a project manager may be employed by any party, including the contractor or the design team, whereas an owner’s representative is retained specifically by the owner and answers only to them. What matters is not the title on the contract but who the person works for and whether any part of their compensation moves with construction cost.

When in the project should I bring one in?

Before land acquisition closes if possible, and certainly before the design team is appointed. The decisions that set a project’s cost are made early: what gets bought, what gets designed, who gets hired and how the contract is structured. A representative engaged at feasibility can change those outcomes. One engaged after contract award can only manage the consequences.

How are owner’s representative fees structured in British Columbia?

Three structures are common: a percentage of construction value, a fixed monthly retainer for the project duration, or milestone based fees tied to defined deliverables. Percentage pricing suits larger projects with known scope, retainers suit long entitlement periods, and milestone pricing suits owners who want a defined product at each stage. Consulting engagements are frequently written on CCDC 31, the standard Canadian owner and consultant agreement.

Can you act as owner’s representative when another company is the general contractor?

Yes, and that is the normal arrangement. Our role is to represent you across the table from whoever holds the prime contract, including contractors we may compete with on other work. What we will not do is act as your representative on a project where BC Legacy also holds the prime, because that puts us on both sides of every change order.

Do you provide owner’s representation outside Metro Vancouver?

Across Metro Vancouver and the Fraser Valley, through to Mission and Abbotsford. Projects further afield are considered case by case, because independent oversight depends on being on site regularly.
